At Smart Services, Inc., our team is guided by the hands-on leadership and engineering background of our president, Kathy Krock. Since 2011, her commitment to quality control and project excellence has set the standard for our entire company, ensuring every project is completed in a timely and cost-effective manner.

Kathleen Krock, BSCE

President

Ms. Krock became the principal owner of the firm in 2011 after working for ODOT District 5 in their bridge design department. She received a BS in Civil Engineering from Ohio State University in 1988. Ms. Krock’s functions include fiscal management, business development, project planning and management. Her combination of experiences assures that all of our projects will be successfully completed in a timely and cost effective manner.



Brian Smart, PS

Vice-President

Mr. Smart founded the firm in 1996 and currently serves as Vice President. He has over 30 years of experience in land surveying and has a proven track record of managing the survey tasks on numerous ODOT, ODOT LPA, ODNR and municipal design projects.



Todd Stanhope, PE, PTOE

Director of Traffic Engineering

Mr. Stanhope began his career after receiving his degree from Purdue University in 1995 and has primarily focused on traffic engineering and transportation planning. Mr. Stanhope began managing the Traffic Engineering Division at Smart Services in 2013. He is skilled in all phases of traffic engineering including traffic design, signal operations, traffic studies, safety studies and transportation planning.



Mitchel Strain, PWS, CPSS, CPSC

Director of Environmental Services

Mr. Strain joined Smart Services in 2014 as the Director of Environmental Services. Since beginning his career in 1983, Mr. Strain has developed extensive knowledge of all aspects of the National Environmental Policy Act (NEPA). Mr. Strain’s expertise is in wetland science, including delineation, creation, and restoration of wetlands for mitigation and wildlife habitat, Clean Water Act Section 404 and 401 permitting, and design of constructed wetland treatment systems.



John Dodgion, PS

Professional Surveyor and Project Manager

Mr. Dodgion joined Smart Services in 2020. He received a BS in Surveying from Ohio State University in 1998. Mr. Dodgion is licensed in Ohio and Kentucky. He has extensive experience managing survey and right of way projects throughout Ohio. He has completed numerous sets of right of way plans for both ODOT and municipalities. Mr. Dodgion assists Mr. Smart with managing survey operations.

Patrick Wilson, PE

Project Engineer

Mr. Wilson joined Smart Services in 2013. He has BS in civil engineering from The Ohio State University. He has provided signal design and managed traffic counts on numerous projects. Mr. Wilson is ODOT prequalified as a Complex Right of Way designer and holds an FAA Part 107 Remote Pilot Certificate.

Taylor Schoepf, PS, EI

Professional Surveyor

Mr. Schoepf graduated in 2016 with a BS in Civil Engineering and a minor in Surveying from Ohio State University and worked as an intern for at Smart Services for three years before joining the firm full time. With Mr. Schoepf’s background in civil engineering and surveying he is valuable in combining an understanding of the design needs of a project while providing excellent survey services to our clients.

Rich Huffman, PS (WV)

Professional Surveyor and Project Manager

Mr. Huffman joined the firm in 2023. He has over 30 years of experience and manages our survey crews.

Chris Klein

Environmental Scientist

Mr. Klein joined the firm in 2024 after receiving his bachelor’s degree in environmental science. He works on a wide variety of environmental permitting and site assessment projects.

Curtis Smart

Title Researcher & Traffic Specialist

Mr. Smart joined the firm in 2013. He is prequalified with ODOT for Title Research and manages the field work for our traffic data collection.

Ben Philiposian, EI

Traffic Engineer

Mr. Philiposian received his bachelor’s degree in civil engineering from Cedarville University in 2025 and has primarily focused on traffic engineering and developing traffic impact studies.

Adason Stevens, SI

Surveyor

Mr. Stevens joined the firm in 2020 as an intern and began working full time after graduating from the University of Akron with a bachelor’s degree in surveying.

Wendy Hunter

Project Manager Assistant

Ms. Hunter joined the firm in 2023 and has over twenty years of experience in project administration.

Nick Mason

CAD Manager

Mr. Mason, a US Navy Veteran, joined the firm in September 2018. He offers support to our professional surveyors and engineers utilizing MicroStation, OpenRoads Designer, AutoCad, and Civil3D. Mr. Mason attended The Ohio State University and graduated with honors from Central Ohio Technical College with an associate degree in Civil Engineering and Architectural Design.

Noah Balawender

Survey Technician

Mr. Balawender joined the firm in 2025. He is a CAD technician and serves as our primary UAV pilot.

Jesse Watts

Field Crew Leader

Mr. Watts is a senior survey crew leader with over 20 years of experience in field data acquisition. He is familiar with ODOT surveying standards and has developed innovative approaches to solving complex issues in the field. He has a proven track record of completing survey tasks on numerous ODOT, ODOT LPA, ODNR and municipal projects.

Shayne Martin

Survey Field Crew Leader

Mr. Annarino joined the firm in 2024 and is a survey crew member. He has worked on survey projects throughout Ohio and assists the survey crew chiefs with field data collection.

Francis Kvintus

Survey Field Crew

Mr. Kvintus joined the firm in 2022 as a survey crew member and also assists our traffic engineers with traffic data collection.

Tyler Watts

Survey Technician

Mr. Watts joined the firm in 2023 and after working as a crew member recently became a survey crew chief.

Noah Jenkins

Survey Technician

Mr. Jenkins joined the firm in 2024 as a survey crew member. He has worked on numerous projects throughout Ohio. He also works as a crew chief as needed and has gained experience on ODOT and ODOT LPA projects.

Aaron Burras

Survey Technician

Mr. Burras joined the firm in 2024 and assists our survey crew leaders. He also has three years of experience as a CAD technician.

Cameron Oakleaf

Survey Technician

Mr. Oakleaf joined the firm in 2024 and works with our field crew leaders in the field to provide topographic surveys on public and private projects.

Ayson Annarino

Survey Technician

Mr. Annarino joined the firm in 2024 and assists our crew leaders in the field with a wide variety of survey projects.
